Why is RF Defrosting of Food Only Recommended to -1/- 2°C?

How much energy is absorbed by the foodstuff, is determined by the electrical properties of the material specifically its permittivity, which varies with temperature. At just below zero degrees the permittivity of water changes dramatically (as it changes from a solid to a liquid) and the temperature starts to run away which causes hot spots.
